Gary Bettman gave Corey Perry the green light to be signed again in the NHL, even though he likely would not be able to actually bar him from signing under the CBA. It was a step Perry was willing to take after having his contract terminated in Chicago for violation of his Standard Player Contract and club policies "intended to promote professional and safe work environments".
John Scott same up with a good scenario for Perry where he feels he could fit in for the best of his abilities.

Toronto makes a lot of sense to me.
Perry and the Leafs could be a good match with the Maple Leafs.

How Perry and the Leafs could match up

Corey Perry has 18 years of NHL experience and won the Stanley cup once in Anaheim, while also reaching the Stanley Cup finals three other times. He has 421 career goals and 892 career points. Perry has fallen off statistically, and speed wise, as he has gotten older but he has morphed his game into more of a bottom six and power play specialist role.
The Toronto Maple Leafs currently have $34,999 in cap space, so if they were to sign Perry they would need to move out a player or waive others to attempt to make some cap magic.
Perry could be a fit for the fourth line in Toronto and be able to chip in on the power play. He can also lead in the room and attempt to help the Toronto Maple Leaf players beat the hump that is now the second round of the playoffs.
